No single U.S. employer? A U.S. agent can be the petitioner.
USCIS regulations allow a U.S. agent to file the O-1 or P-1 petition when the beneficiary works for several employers, uses an agent to arrange work, or is employed by a foreign company. Aventus is that agent, working with the case attorney.
- Since 2019
- Hundreds of petitions filed
- 50+ firms served
- Petitioner of record on O-1 and P-1 filings
- Not a law firm
Figures are historical since 2019 and include petitions and firms served through affiliated entities.

Scenarios: Self-employed or founder · Foreign employer · Multiple engagements
Self-employed or founder
Who: A founder, freelancer or consultant whose work comes from their own company or several clients.
What the regulation looks for: An O-1 beneficiary cannot file their own petition. A U.S. agent may file for workers who are traditionally self-employed (8 CFR 214.2(o)(2)(iv)(E)).
What Aventus supplies
The agent filing, the petitioner-beneficiary agreement and the petitioner duties for the validity period.
What counsel supplies
Whether the beneficiary's own company can be one of the engagements, and how the case is framed. That is counsel's call, not ours.
Foreign employer with no U.S. entity
Who: Staff of a foreign company sent to work in the U.S. when the company has no U.S. entity to petition.
What the regulation looks for: A foreign employer may authorize a U.S. agent to file on its behalf. The foreign company stays the employer.
What Aventus supplies
Aventus signs and files as the U.S. agent authorized by the foreign employer.
What counsel supplies
The authorization, the employment terms and the evidence package.
Multiple engagements
Who: Artists, athletes, speakers and consultants with several U.S. engagements in one validity period.
What the regulation looks for: An itinerary with the dates and locations of each engagement, plus contracts or a summary of terms between the beneficiary, the agent and the employers.
What Aventus supplies
The agent role across the engagements, signatures on the agreements, and support for the itinerary and summary of terms.
What counsel supplies
The itinerary, the employer documentation and the legal strategy.
What to have ready
- The beneficiary's CV or bio
- The engagements: dates, locations and compensation, as far as known
- Counsel's contact details
- The target filing date
The agent rules are in 8 CFR 214.2(o)(2)(iv)(E) (O) and 8 CFR 214.2(p)(2)(iv)(E) (P). Read the text on eCFR.
How a partner matter works
- Sign up as a partner. A short form with a few facts about your practice or the case. No commitment.
- We confirm terms. A member of our partner team follows up to confirm petitioner fit and partner terms in writing.
- Agreements are signed. The petitioner-beneficiary agreement, plus the itinerary and summary-of-terms support the structure needs, prepared alongside counsel.
- Filing and the validity period. We stay the petitioner. You stay counsel.

Questions partners ask
Can an agent petition cover work for the beneficiary's own startup?
Sometimes. It depends on the facts, and counsel decides how to present it. We will tell you whether we can act as petitioner on the structure counsel chooses.
Does the foreign employer need a U.S. address?
The regulations let a foreign employer authorize a U.S. agent to file. Counsel confirms what the filing needs to show for your facts.
What happens if an engagement is added later?
New engagements may need an amended petition. Counsel decides; Aventus signs as petitioner.
What is a summary of terms?
A written summary of the main terms of an oral agreement, used when there is no written contract for an engagement.
Is this legal advice?
No. Aventus is a professional petitioner service, not a law firm.
